Ximena Coronado Tito

Economist with relevant experience in the analysis of public policies in economic development issues, public and subnational finance and fiscal descentralizacion. Master of Science degree in Economics and Finance at the Pompeu Fabra University (Barcelona, Spain) developed under the European Programme for Advanced Studies in Economics.

For several years, Ximena was a senior advisor in economic and development issues for Bolivian public institutions as the Ministry of Iternal Affairs, Ministry for the Precidency, Ministry of Autonomies, among others. In this context, she was technical coordinator for different government initiaives aimed to strengthen the social dialoge about selected key public policies, under platforms as the “Agenda Patriótica del Bicentenario 2025” (2013) or the “Encuentro Plurinacional para Profundizar el Cambio” (2011 – 2012). Commissioned by the Minitry of Autonomies, she conducted studies, propossals and a wide dialogue and consensus strategy, related with the economic and financial system  for the subnational governments established under the Constitution passed in 2009. She has at least ten years of experience in planning and implementing programms of capacity building and State reforms, in particular related with public finance, subnational debt and fiscal descentralization topics, working for development aid offical institutions as the German Cooperation Agency, World Bank, United Nations¢ projects and CEPAL. Ximena also has national and international experience related with state and subnational public debt strategies (i.e. Bolivia, United Kingdom, Nicaragua), and portfolio management of public and private securities (Spain), being author of empirical papers in these areas.
