Luis Carlos holds a PH.D. in Development Economics and M.A. in Economic Policy and Planning from the Institute of Social Studies from the\u00a0Rotterdam University, the Netherlands and a Commercial Engineer Degree from the University of Chile.
\nHe has a wide experience in the development research and policy design. He was Finance Minister of Bolivia, Senior Economist of the Latin American Development Bank (CAF), Executive Director of UDAPE, Bolivian government think-tank for economic and social policy design, Executive Director of the National Institute of Statistics of Bolivia, and international consultant for CAF, IDB, World Bank, EU, ILO, ECLAC, UNDP in areas related to public management and sustainable development.<\/p>\n[\/vc_column_text][\/vc_column][\/vc_row][vc_row][vc_column][vc_separator][\/vc_column][\/vc_row]\n<\/section>","protected":false},"excerpt":{"rendered":"
