La evidencia emp\u00edrica es poco concluyente. Para el caso de Bolivia se muestra que\u00a0la actividad extractiva sin agregaci\u00f3n de valor, no genera demanda por personas calificadas y por\u00a0tanto no emite se\u00f1ales claras hacia el sistema educativo para formar este tipo de profesionales,\u00a0aunque existan los recursos para ello. Por otra parte, la conformaci\u00f3n del sistema educativo en\u00a0medio de pugnas de grupos de poder en educaci\u00f3n primaria y secundaria, donde el Estado\u00a0hist\u00f3ricamente no pudo asumir el rol de Principal en la formulaci\u00f3n y manejo de la pol\u00edtica educativa,\u00a0desembocaron en la situaci\u00f3n de descuido de la formaci\u00f3n para el trabajo.
