
Kathlen has a Ph. D. in Economics from the Westfalica University of Muenster, Germany. She graduated in economics from the Royal and Pontifical University of San Francisco Xavier de Chuquisaca in Sucre, Bolivia and is a Visiting Fellow at Oxford University, England. She has worked as a sectorial analyst at UDAPE and as associate professor at the Pontifical Catholic University (PUCMM) of the Dominican Republic, where she was also in charge of the development of Departmental Production Baselines for UNDP of Bolivia.
She is consultant for the Bolivian Government, IDB and UNICEF, among other institutions. In addition she is a university professor.
Her areas of research are economic growth and development, economics of Education and policies for poverty reduction and institutional economics.
