Master in Business Administration from the Bolivian Catholic University, with a degree in Economics from the University of Kansas, USA, where he also obtained the Civil Engineering degree. He has been in charge of the General Management of some of the most important construction companies in Bolivia and has developed – from conception to implementation – multi-million dollar business and industrial projects related to road infrastructure. He has extensive international experience in the implementation of road programs, with the execution and supervision of several highways stretches, among those the “Carretera Longitudinal del Norte” in El Salvador stands out – with a total of 192km of paved roads and 1450m of bridges, a total of 260 million dollars financed by the Millennium Challenge Corporation of the USA – and a rehabilitation program for 72km of highways of the road network in Belize, financed by the European Union.
He has been a Manager of multidisciplinary consulting projects in the areas of corporate and institutional restructuring, financing of infrastructure projects, evaluation of projects, opinion studies and others. He has also been a member of the board of several public limited companies in the country. In the Bolivian public sector, he has held the positions of Under Secretary of Commerce and General Director of Internal Taxes. He has several publications on issues of public investment, road infrastructure, taxation and others.
