Ximena Coronado Tito

Economist specialized in the analysis of public policies related to economic development, public finance and fiscal decentralization. Master’s Degree in Economics and Finance from Pompeu Fabra University of Barcelona-Spain (2000) associated with the European Program of Advanced Studies in Economics. For several years, she was senior advisor for the evaluation of public policies in economic and productive areas and was technical coordinator of government initiatives aimed at establishing platforms for social dialogue on key public policies for development, working for the Ministry of the Presidency, the Ministry of Government, the Ministry of Autonomies.

In this context, he has coordinated the institutional articulation and the approach to relevant social and productive organizations in the country, such as the “Patriotic Agenda of the Bicentennial 2025” (2013) or the “Plurinational Meeting to Deepen Change” (2011 – 2012). Commissioned by the Ministry of Autonomies, member of the team for the formulation and national debate of the Autonomies Law in Bolivia, articulating analyses, proposals and a public-private debate on the design of the fiscal-financial regime of the autonomies established in the 2009 Constitution. He has more than ten years of experience in the strategic and executive coordination of capacity building and state reform programs in the areas of public finance, fiscal decentralization and subnational indebtedness, working with several development cooperation institutions such as the German Agency for Technical Cooperation in Bolivia, the World Bank, United Nations Projects and CEPAL. National and international experience in the development of strategies for the management of state and subnational public debt (Bolivia, England, Mexico – Nicaragua) and the management of public and corporate investment instruments (Spain). In these areas she is the author of empirical analysis papers.
